i want to ask you something. is it wrong if i make a fake frame from a magazine picture ? i won't take credit for it, of course, but i wonder... is it ok ?
i came up with this ideea for the butterfly contest.
and i don't ask just for this contest, but in general.

You are welcome. As to your question. Well, I'd say, that you can't use the magazine picture without the written consent of its copyright holder. Better be safe than sorry, and use a nice picture from a free stock site. Or maybe even a deviation from one of the various stock artists here on dA. Most of them let you use their works as long as you ask them beforehand. I hope this has in any way been helpful.
