I actually don't know how to add friends... I think it might have to do with adding someone to your watch list. There's an icon in the top right of your profile labeled "friends" - that will show you who's online and who isn't. When you come across a contest, the rules will be posted. I believe for official contests you go to their page and they'll have a submit option. For contests by regular deviants, you can just submit your work to your gallery and then let them know on their page or in a note.
