I've had a lot of ideas, but they don't go anywhere. But I have a lot of starting ideas, in terms of characters. I kind of come up with a general storyline in my head and then make up as many characters as I can on the spot.

But none of these ideas ever amount to anything, because I can't decide how to further the story. D: Someday, I'll have to sit down and figure one out for real. XD

hmmm.
thats different.
What I think is that maybe you should just try making one character that you might "insert" into other stories and developing that one.
As for stories, I have one that is incredibly long and still reasonably strung together. I'm thinking of writing it out sometime.

Yeah I guess something like that is happening in my case too, but I'm also not writing it just because thinking about how long it is gives me shivers.
Thankfully, its something that has parts that can be written in shorts so thats nice.

Yeah you should practice of summer break or just carry a sketchbook or scrap paper during vacations.
I guess in my case, the character developed the most would be New. My version of me doesn't really count as being developed. For girl characters it would be Ritz, whom I'm about to submit even though she's not the main heroine (although I did write a short on her somewhere in the idea box).
