It's a Peregrine Falcon. I believe this bird is of the Interior West variety, which is paler than the Peale's population.

It is not a peregrine. Peregrines have a much wider patch under the eye, a fully black top of the head, often a redder breast and their front is more barred than spotted. This is most likely a Lanner falcon.
