When I animated in Photoshop for my stamps, at one point there was one panel that was completely white... i either deleted it or set the opacity to 100% if it was 0% ...
One of your panels in your animation is white giving that 'blink' effect...

yeah u can. I had the same trouble until I found out how. In photoshop go to File > Save for Web
I'll give u a tut that tells you how to save as an .gif but animated...
