Well from what we know about Quarian they're physically similar to what we call 'Bubble children' Children with an inmune system so weak they need to be completely isolated in a clean environment. So since she's completely protected from the environment she would have fair skin, and wearing a mask all day would indicate hair would be more troublesome than it's worth.

I've had my own theories about Quarians. The only clues that I picked up were...
- the glowing eyes. Quarians eyes glow bright enough to show their their visors. This is an act of bioluminescence common with insects of earth. Suggesting that they evolved from such lifeforms.
- Quarians had a symbiotic relationship with the plantlife of their home planet. Further suggesting that they are related to insects. Though they're probably not entirely insect like, given that they mate like mammals and the females have breasts.
- Human noses. One of the few feature showing through their visors.
- Odd ears. It is mentioned in the second Mass Effect novel that Quarians have what was described as "the Quarian equivalent of ears" What this means exactly was not explored.
-dextro-proteins diet. Only two species in Mass Effect have a dextro-proteins diet. Quarians and Turians. Plus, considering that the two species have the same number of fingers and similar leg shapes suggest that they are a sister species. Perhaps a Quarian might look like a Turian without the hard exoskeleton.
But the bigger question is why does no one give a damn about that a Volus looks like under that mask? I think that's the bigger mystery.

Well I thought the fact she's covered from light almost always, and the purple color wasn't on the mask she wore in ME 1, so it wasn't part of her skin, thus the tone I chose. Quarian always sounded a bit 'Aquarian' to me, so before I knew she couldn't stay outside the suit I thought she was from a race of aquatic creatures that couldn't breathe air.
