This is a really striking image. Somehow, his hair looks like a tricorn hat from Napoleonic times (was it intentional on the part of the designer?).
Ah, Londo Mollari is clearly being tortured by his victims/followers...He can never really quite forget them. From that link to the Wiki, it seems like he makes the "right" choice in the end at the cost of his own life...

Thanks! I think that comparison (with the hair) was very much intentional. He is a member of a militant race which delusions of grandeur AND an unfortunate habit of conquering their neighbours. So far in the show he hasn't shown TOO much remorse for, frankly, dreadful actions. However, it's clearly chipping away at him. I've not spoiled myself as to the ending - so I'm interested how the show will do it.

Along with his uniform, which looks very Napoleonic as well, that does seem extremely intentional.

I had to look it up to remember that bit (it's been AGES since I saw Dr Who now). I think the quote out of context can give that vibe. However, Mollari is responsible for great war crimes. His own people (soldiers) die... but the great death tolls are those deaths of other races whom he has had attacked. However, the mood of the scenes may be similar, you're right :/ certainly, for Londo, it was a bit of a kick to the teeth.
