I see. I haven't got much info about cousin's marriages and such. Anyway I am guessing these two are siblings from a different mother from the start because of their surnames.

they aren't siblings they are cousins asuka's father is the brother of jun kazama.

//Thanks! To achieve that kind of sketchy look Imma' share to you my pen settings:
Fire up your Photoshop and just pick a simple HARD ROUND brush and set it to
mode: NORMAL
opacity: 100%
Flow: 50%
then open up your brush presets. Click your Brush Tip Shape..set the HARDNESS to 100% and check the SPACING and set it to 1%
SHAPE DYNAMICS: checked. set the CONTROL dropdown to PEN PRESSURE
TRANSFER: checked. DISREGARD all the CONTROLS stuff.
Test it in your pentab with SINGLE and quick stroke. It'll take a practice but you can do it..
