This is the best depiction of a human Fluttershy that I have ever seen! A lot of the ones are usually heavily sexualized, which I honestly don't like. This one actually looks like FS as a human. Her clothing, her look, her hair hiding most of her face... it just SCREAMS shyness, as is her character.
The design is very unique. Sure, other depictions have her with a short skirt and long-sleeve shirt, but they usually take to much advantage of that. Here, its done perfectly. Fluttershy actually looks like the type of person that doesn't want to be looked at inappropriately.
The technique is pretty good. Sure its a simple sketch, but you still manage to show realism with the use of bright and dark colors for shading and lighting (I like the perk with the right side being yellow to show sunlight)
I really do like Shy's design. She looks cute yet shy at the same time. If she actually existed, I would want to be with her!

I definitely agree on the subject of sexualization with MLP characters. I've never much cared for large breasts or the like on a female character: Sometimes it just gets utterly grotesque. Realistic proportions have always been far better looking to me.
Moving on from that, and overall, I would definitely say this critique is fair.

I really like this. It's still Fluttershy, but it's Fluttershy standing tall and looking you in the eye. She has a strength here that I don't see in most depictions of her.

I don't like to click critique, but let me say...
This is the best depiction of Fluttershy! In her human form, her hair covering half her face really defines her to be shy, just like how you drew her here. The way you designed her clothing, it really gives her character. The shading and sketch with vivid colors, which I say is her shy color.
To me, she looks like Hinata Hyuga (Naruto), which closely resembles them in their timid appearance.
