Thats Aqua jet as he stated in his comment. Aqua jet is a water based quick attack basically. Always striking first unless it misses or the oponent also used a speed move and they have faster speed. Its Buizel's trade mark move. (others can learn it, its just Buizels specialty) and in the TV series ash's buizel uses it all the time, and was almost unbeatable when he first appeared because of aqua jet being so awesome.
Buizel is my favorite pokemon after squirtle.
