So how do you do a work like this one. It says 'digital art', so I take it you work from a tablet?

Yes, I do.
Since about a year I use a Wacom Cintiq Companion 2 with Autodesk Sletchbook Pro as my favourite program. Before I used my iPad but that's not precise enough.
I love both the Cintiq and Sketchbook Pro!

I believe you have a free, but limited, version and a paid Pro version. That's the version I use. It costs about €30 a year, compared to about €25 a month (!) for the full version of Photoshop.
As a drawing and painting program, I can't think of anything better than Sketchbook Pro. I've tried Photoshop, Manga Studio and Mischief and I allways come back to Sketchbook Pro.

You really should look into it if you want to try digital.
The problem I have with other programs is that they don't allow an easy workflow, without a keyboard to use hot keys.
Sketchbook Pro is completely designed to be used with a tablet and a pen. It makes you able to focus on...well on drawing. At least, that's my experience. Other artists do amazing things with other programs, so it ultimately is just a personal taste.
