I would guess this is some sort of carnivorous creature. teeth
it seems heavily armored, its eyes are the white stripes just above his jaw?
it would probably have lived in the sea since it does not have any limbs other then the fins and it looks a bit to bulky to fly though the air. the lack of guills suggest it has to surface to breath
