That was a very old piece of clipart I recoloured and added text to using Paint Shop Pro then animated using Animation Shop.

Some do just depends on the amount of animation. Being that I stick to 50x50 that can be hard too because detail doesn't stand out too well at that size. I tend to make them in PSP them paste to Animation Shop as AS doesn't have many tools available.
