Well...., that's a secret... haha just joking.

Start with making the background dark, then you have to make a couple of white stripes (airbrush) on the dark background. After that you have to go over the whole background with watercolor, to make a foggy effect. Hope it helps

Emm I never tried that. I think you have to do the same thing I've told you, but then you have to make light white and blue stripes with airbrush (first blue stripes, big size). Maybe that works, hope it helps ^^'
