Boooo! You can't just show off a character in I somehow never saw before despite obsessively going through your gallery and make me wait for the story before I know every detail I possibly can about him. Come on! Spoilers! Be cool.

Speculation? You asked for it. I think I went a little overboard. I'm tired, excited and talkative. Sorry.
Okay, from what I know of Deuce, I'm under the impression that humanity and aliens aren't exactly on speaking terms. (What with Rover supposedly being a friendly-with-the-enemies traitor.) This guy has an official looking uniform. (You may not be saying he is human; but your not saying he is.) This makes it possible that he's an official guy in a potentially antagonistic organization. (Not that all humans are evil per say, but we do have some bad eggs.) Which could make him a foil to Rover and a villain.
Now, he's not really giving off a bad guy vibe with his expressions. So even if he's officially a member of an organization that may be antagonistic, he could still be a reasonable, decent person. Kind of; "I really don't want to be the bad guy here, but you are breaking the rules and I'm going to have to send this big space armada after you if you don't stop."
Oooh! But who says he has the clearance to send a huge space ship armada? Huh? I sure don't. And who says whoever gave him that snazzy uniform has it in for aliens? Huh? HUH?
Hmm... I seem to remember Rover's parents wearing some sort of blue uniform. I can't find the drawing right now, but I wonder if it's the same thing.
And is his resemblance to Rover a red herring or coincidence? Or is he actually a relative? An older brother? A younger brother? I'm leaning more towards cousins. I'm guessing they share some sort of bond, if only because the contrast in their personality requires them to interact.
If he's not a human, maybe he's some sort of shape-shifter that imprinted on Rover! And he's very annoyed with his new human biology. (Note to self: Make alien that will imprint on and mimic the biology of other species. Because that's a cool idea. I think I had something like that before... Okay, back on topic. You shouldn't talk to yourself in a public comment. Shush!)
If he's not human, it would be cruel. Way too cruel. Poor Rover doesn't deserve that sort of let down.
He strikes me as more of a second or fifth season character. You know, after the status quo has been well established and it's finally being shaken up a little.

He does bear a certain resemblance to Rover. Though, he looks a lot more serious in nature. Love the uniform design!

Yes, he's MUCH more serious than Rover. While Rover does have goals he's striving for but with him it's all about smelling the flowers along the way, while Travis is all about the destination. Everything he does has a purpose. He enjoys a game of cards now and then but he rarely allows himself any true down time. While with Rover, even business is down time to him.

I am assuming that if he's appearing, Nova will also appear. They have the same uniform. I'm wondering if he and Nova are in a romantic relationship, just friends, siblings, or enemies.

He's an astral project that Rover can see because he desperately wants to meet another human. Travis was part of an experimental group researching astral project but the only one not to wake up since his "consciousness" has moved too far from the body without any way of orienting his way back. He stays around Rover because humans are, for the most part, are social creatures and he can't stand being the only human around and being unseen by everyone else.
Or, "he" is an energy being known to be a threat to humans and fled the parts of the universe/galaxy that they live. He's looking for a way to become a physical being and that usually means taking over an existing being and overwriting their brain. Few living creatures have the ability to "host" "his" kind. Humans are one of the few. He appears as a ghost or spirit to the crew asking them for "help" saying he is trapped between dimensions. By taking on the form of a human, he hopes to lure Rover into giving him what he wants.

Whoa! Evil energy being! The scary thing about them is that since most creatures bodies and brains function by electrical impulses hypothetically a being made entirely of energy could have an influence on both. And since matter is energy they would have the potential to materialize. If they could figure out how to do it. Most of the crew wouldn't fall for the 'ghost' bit, but they would certainly run to the rescue of someone calling for help. And playing a lost human would CERTAINLY hook Rover.

I think this guy can shape shift, and just decides to take on forms that people are most familiar with. Thus maybe Rover trusting him more or something.

Mindblowing! So he would just use Rover's features as a template to make himself look human. If Rover thought he was human that would gain his trust instantly. After all, humans are most all friendly, law abiding citizens just out to help each other, right? If someone wanted to manipulate Rover into doing something this really would be the best way to do it.

You noticed the uniform! Way to go for observation! They do indeed have the same uniform, although with different shoulder colors (you wouldn't know that, though since I haven't colored Nova yet)

Why is he so serious? Rover's father could have been some sort of galactic law man. (hence the cowboy hat) He was so good at his job that lawbreakers really began to hate him. So Rover's parents didn't crash by accident! Perhaps someone is responsible! Travis has to find out.
He would probably be just as surprised as Rover to see his brother.

That certainly would explain a lot! I could see a human law officer wearing a cowboy hat as a statement. And a reason for it to be so important for Rover. An attack by vengeful escapees would be a very good reason for parents to shove a kid into an escape pod and a successful assassination would certainly explain why they never came looking for him. A lust for avenging a father, mother and brother would almost inevitably drive someone to be quite somber.
