well, gold is a little outdated, and duel types didnt exsist in gold I didnt think, so they didn't make it poison.
If zubat is poison and gligar isnt, then I'll take my chances with gligar

Maybe, or maybe it's poison is so deadly that the move is illegal in official matches. Maybe. It is a scorpion...
Also, you might want to take a look at Bulbapedia before saying that not having a Poison type means the pokemon isn't poisonous- almost every breed can learn toxic
(Just grasping at straws, you have a valid point since Gligar can't learn a whole lot of Poison-typed moves besides Toxic.)

In Asian mythology dragons are supposed to be water spirits/gods, the flying may be a reference to cloud dragons that made it rain.
