Description
St. Elmo's fire (also St. Elmo's light) is a weather phenomenon in which luminous plasma is created by a coronal discharge from a sharp or pointed object in a strong electric field in the atmosphere (such as those generated by thunderstorms or created by a volcanic eruption).

This is, in fact, not a piece of Fullmetal Alchemist fanart. The arm isn't even meant to be metal, though I couldn't get that to come across very well. I was aiming more for lighter materials, such as wood or early plastics, and used this prosthetic from the early 1900's as my main reference.
A roleplay-character of mine, Henry Newman/Julia Wright had a nasty run-in with a werewolf. Got both of hir arms mauled, one had to be amputated. Our game master doesn't mess around. In good news it seems that a mechanical supernaturally powered arm might be an option. Haven't gotten that far along the plot yet, due to an extended sidequest temporarily derailing us into a medieval fantasy setting. Nonetheless I wished to draw something illustrating hir potential new limb, as well as hir emerging powers regarding the control of electricity.
Thus, this picture, which also ended up as a bit of an experiment in a more anime-influenced style.
EDIT: Modified the reflectivity of the arm and added a slight pattern on top of it, so it would hopefully register less as metal.
