select and copy the area u want to glow.
put it above your inks layer so it doesnt get obscured.
copy that filter>gaussion blur. pick the ammount you want. too much or too little and u wont be able to see it.
set the layer to screen then copy that layer a couple times and that should do it.

Awesome! She is hot, and very shiney! I love the outfit. Oh! And some random elements you could do are Earth, Wind, Water, Time, Light, Darkness, Ice, Stone, Steel, Floura (plants), Fauna (animals)...... I could go on like this. Everything is an element! Anyways, I love this piece!

I've noticed how pens and markers can make all the difference in a couple of my older works; a technique I didn't carry on; but looks damn good when done right
