Okay that sounds like she is trying to stir trouble or something if she is so focused on his biting collar behaviour.
The best I would do if she continues is to get maybe an officers help or something I don't know. Honestly, she shouldn't be doing this consistently everytime you go to the dog park. That's literally a form of harassment and abuse in the form of words negatively about literally your dogs biting behaviour. Which is in my own opinion stupid of her to even focus on that out of everything else at the dog park?.
You shouldn't let that bother you as well another way of looking at this. If you promptly ignore her words and actions and be literally yourself, then there is no way she should continue. But if she is adamantly getting worse to the point if physical confrontation, Call the police. You have a right there to call them so.

I've tried everything.. She is not doing it to be aggressive.. she's just wanting to play... She's never gone and simply attacked another dog.. She just doesn't understand her size and her strength. Whist she does have a bit of a dominating streak, She is not at all aggressive... I've organised for some help with training to get to the bottom of why shes doing it and to prevent her from doing it.... but... being called a F**king little psycho and having your dog wrongfully accused of being a dangerous dog.... threatened with council intervention... doesn't help at all..
I've rung the council and have detailed very very strongly in Perdi's defense and have expressed that she is not dangerous... just in case that stupid dumbfuck of a woman decides to attempt to twist the story of what actually happened to her advantage....Whist there were witnesses.. I have many folks who know Perdi is not dangerouns and hopefully will back me up.. Mum checked the other dog for wounds.. none..! No puncture wounds at all..! He was unfazed and unafraid.. if it were a true act of aggression, he'd be cowering...
..... Now I fear that I will never be able to return to the park... that I love so much... even without Perdi.. just for me to go and have a nice swing as a way to keep happy----Just in case I get jumped and end up abused again...
