Jolteon's my second favourite Pokemon. I never let her use Pin Missile. Thunderbolt, Thunder, Thundershock, and Swift in Gen 1. Swift, Thunder, Thundershock, and Bite in Gen 2. Thunderbolt, Thunder, Shockwave, and Bite in Gen 3. Thunderbolt, Thunder, Thunder Fang, and Strength in Gen 4. Thunderbolt, Thunder, Thunder Fang, and Signal Beam (for those pesky ground types) in Gen 5. Thunderbolt, Thunder, Thunder Fang, and Strength in Gen 6. No Pin Missile needed! And she's been one of the fastest Pokemon all the way the through. Awesome special attack, too. Weakest eeveelution? No way!

Probably best job for a realistic Jolteon I've seen. Though I can admittedly easily recognize the fennec fox base in this image.


Jolteon though is hardly the weakest of the eeveelutions, back in RBY, its only competition was Flareon and Vaporeon. Flareon was left with attack instead of special attack, weakening it severely. Vaporeon and Jolteon share the same special attack. What really pulls through is the high speed, allowing Jolteon to do plenty of 1-hit KOs before the opponent can act. In 2nd generation onwards the introduction of hidden power can be of great help of course. Pin missile should never be the basis of a pokemon's power. Just because it uses it a lot in the anime doesn't make it weak.
