So...Arthas re-designed PRE-Lich King I assume but post Frostmourne.

To be honest, Arthas was never that imposing or threatening, but if this guy came charging down the head of an undead legion, that would soil some shorts.

You're right, he wasn't that imposing before he became Lich King, but then again he wouldn't be commanding the Undead legion before he became Lich King (at which point he is pretty damn scary. His voice alone is badass.)

Sigh...He was a primary character in Warcraft III and its expansion as well but everyone forgets that. And it was the 2nd expansion.

He was only the main antagonist in Wrath of the Lich King (his expansion). He still existed in WoW and BC, but he was never so much as mentioned.

Hmm, well I played as Forsaken, so the Scourge was always a particularly big deal, that includes the Lichking.
