Another birthday could be Grito De LAres on September 23rd,Her cry for indepdence and showing that they were going to fight SPain in the upcoming Spanish-American war.
I think that showing the Free-Common wealth of Puerto Rico is showing her 'alliance' with America.Β
Though to be honest it seems like the two arent really close as people portray it
Its better to probably Use Grito De lares or her founding in November 19th

Even though I agree completly with you. The reason I picked that date was for her political system birth as a free commonwealt. That's how I usualy go with these kind of things. Another one could be the date Caparra was made, the discoverment of the island or as you say "El grito de lares" as a sign of own culture and independence.
It's really tricky, but for such I tend to go by "Political system" as a birth other than cultural re enforcements. Although, her most trustworthy date would be the one in which Caparra was founded.
