I drew with a regular black brush (You can really use any colour you desire) where I wanted the effect then set the following effects to different settings:
-drop shadow
-inner shadow
-bevel and emboss
Play around with the anti-aliased on these ones as well to get different effects.
Play around with the settings of those to get the desired effect. I also added some white dots in places and smudged them with a low set smudge approximately 35-40t. I give the runny makeup/tears a highlighted effect, where the light would reflect. Hope that helps.
