Ah I remember this. It certainly is a good tool to have at your disposal. =]
Unfortunately I don't think a static image does it justice. The center area is meant to rotate around the wheel to indicate relationships for a given color. I suppose it can be used to illustrate how it would be used though. In this image, the wheel shows that Red is complementary to Green and how variations of that relationship can be formed depending on how broad a spectrum you wish to work with. Split complementary associates red with yellow-green and blue-green, triad (three colors) goes even broader by connecting blue and yellow with red (which is our primary base set), etc.
Turn the wheel to the right a few degrees and you get a new set of relationships. Orange is complementary to blue, Yellow is complementary to violet, so on and so forth. Once a color set is determined, they can be varied by intensity, which are what those darker and lighter rings are for.
All in all, it is meant to help the artist determine a visually appealing color scheme for their work. For those of you who don't have access to a physical wheel (like myself), there's a great online site that does the same thing: Color Scheme Designer .
I prefer this because you can directly copy the color values for digital work and share color schemes with people. =]
Also a fun fact: Did you know that some of the Sonic characters demonstrate these basic complementary relationships? Tails' design has elements of blue and orange, Espio has elements of Violet and yellow, Knuckles has elements of Red and Green. No wonder they are so appealing to people. =]

... never have dabbled much into colour theory before. I always used to pick colours depending on my mood, but I think that some colour theory can also come in handy now.
I just wonder where to start and how to actually use this colour wheel.

Hate to break it but I believe you are infringing on that company's copyright or whatever with this.
