The program is called PMD Editor (Or maybe he uses PMX Editor). It's used to edit.create models for the MikuMikuDance animation program.

The editing program is tough to use (I really stink at it), but the animation software is actually fairly easy and completely free. If you want me to, I can show you where to get it.
