Description
This is Forecastman and I made him not too long after Leekman and created him through the same methods of getting a word prompt from a noun generator. Obviously though, I based this guy on the idea of the weather and stuff with the word prompt, which is exactly the same as the word I used for his name.

Forecastman, despite his name suggesting that his forecasting job came first, was created mainly to assist in altering the weather conditions over a given area briefly whether needed, so for example causing it to rain if there's a risk of drought or causing the weather to go clear if there's a risk of flooding due to rain. However, partly due to the programs built into him that allows him to receive regular updates on current and predicted future meteorological conditions as well as just the general experience he's gained doing the job, he became scarily good at predicting what the future weather was going to be like, even more accurately than the programs he was loaded with. This in the end is what made him decide to get part-time work as a weather forecaster on top of the job he already had, of which he regularly found himself doing little to nothing when the weather wasn't bad enough to need him to intervene. All of this is pretty ironic and unexpected given the individual he is: lax, laid-back and not the kinda guy you'd expect to be able to tell you what the weather will be like in 48 hours time with a 98% success rate. He isn't one to get stressed out even if he's in the middle of extreme weather conditions and actually likes relaxing alone, floating among the clouds, though even then there's still a limit to how much he can do that without finding himself bored. Perhaps even more surprisingly, he's friends with Leekman who is almost the total opposite in personality to him, and he sometimes assists him with tending to his leeks by changing the weather over a short distance to give them whatever they need at the time to grow best. Just don't tell his boss that; he isn't supposed to use his abilities to help crops to grow unless there were to be risk of famine if he didn't.

His special weapon is the Weather Cloud, in which a kinda-slow-moving-but-not-really cloud is fired from the Megabuster that goes straight forward, and if it hits an enemy then the enemy gets hurt, and if an enemy goes below it then the cloud will stop and start to release rain for a short while that will damage the enemy, though it doesn't raise straight upwards to the top of the screen like the similar special weapon Thunder Wool. Moreover, another difference between Thunder Wool and Weather cloud is that the latter can detect and respond to certain obstacles in the stage, such summoning rain if it detects, say, a fire beneath it that can damage Megaman or summon a miniature sun if there's a block of ice in the way that can be melted to get to a different area of the stage.
