I think Jan might be Latin American. Since Millennium fled Europe the Nazi's settled in Brazil, Venezuela and Argentina respectively. Since Luke and Jan are not shown in "The Dawn" it is probable they were recruited or turned from locals who were sympathetic to the Nazis. With one of their parents being a German or sympathizer with light skin and the other being darker skinned Latin then it's possible to get children with two radically different skin shades in theory.
