Okay so first off, the good:
The water effects, the sky, and the wings are all things I like!
I like how soft the sky looks, and the water looks very much like- well- stylized water!
And the wings anatomy looks almost realistic! The left wings feathers seem a bit distorted but otherwise they could really be wings! And I like that you made Steve's wings so much bigger then his body, makes him flying seem almost realistic, like as in, possible? Idk aha ><;;
Finally his anatomy, although the heads a bit big that's not a huge deal? Like, I kind of like it! And his arms, since they're at his side, it's obvious that the joints are lined up where they would be on a real human!
The not so good:
The waves, although I do like the water effect, the waves seem to choppy and stylized to belong to the kind of effect you used!
The arms, I personally think the image would look more appealing if his arms were out, maybe like his wings are, as I feel like the wings would be connected to the shoulder blades and unless he has 2 sets of shoulder blades, it might be a bit of a pain to have his arms by his side! :0
The birds, or well, the black v's. Although this is a common thing seen in some artists work, it's not really aesthetically pleasing to have them? Idk if I'm being clear on what I mean, but it seems almost too blunt?
And finally, having everything outlines in black, it makes the image seem to harsh! I prefer using coloured outlines when I'm doing finished lined pieces, so maybe this is just a "me" thing? They don't have to be darker colours of all the colours used in the drawing, but generally using maybe a dark brown/sienna or dark red looks better to me!
And sorry the "not so good" section seems so much longer, I just wanted it to be clear that even though there are things to improve, this drawing is a great concept and pretty dang well executed, and I wanted to be clear on what's possible to improve!

Thanks for the help! Some of the things you suggested I would try but I just don't know how to do them with my art program (dAmuro), like making the water look more realistic or like different colored lines, unless you meant just using a different color instead of black. I'd really like to learn how to do shaded lines but there's no way on dAmuro that looks good. I also wish my lines were more smooth, but the lines don't automatically smooth themselves out like other vector programs, and I use a mouse, so it's a little shaky.

If you want to try a free art program that has line smoothing, a curve and line tool, and layer transparency lock so you can change lineart color you could try FireAlpaca maybe?
I've used it in the past and idk how friendly it is to mouse users but it's a pretty good program, and really holds it own against PTSai and Photoshop!
