Was this a sign of frustration or a work of art?

I bicycle past this often and wonder at their recent effort. I think it was a clever way to remind us to clean up the countryside, and something I might have done, but they beat me to it. For many years now my wife would clean up our tree lined road up to our home, then I would take the garbage bags in to dispose of (usually 4). Careless people never tire of pitching their trash out of the vehicles to litter the road's edge.

I didn't realize I had left the camera at a ultra high ISO from my night star photos at 3200. I will correct that, but isn't it amazing how good the color still was.
