Regarding the many, many comments vigorously defending Feral. I used to hate him a lot, but the more I rewatched the show, the more I realized that, jerk though he may be, he's neither stupid nor necessarily wrong, and frequently gets treated unfairly, such as being blamed for Morbulus' escape for some reason in The Giant Bacteria, something which was actually indirectly the SWAT Kats fault, and being prevented from doing the same thing the SWAT Kats do on multiple occasions, often by the same people who endorse them (Manx, Callie). And I find his resolve admirable; people can laugh if they want at how many times he and his men keep trying despite all their failures, but I find this makes them a lot tougher and more dedicated then many people give them credit for. They never give up, they never quit; they go the distance, even if they almost never succeed.
And the Enforcers have had a few victories. They took out the Megasaurus rex in The Pastmaster Always Rings Twice with absolutely no help from the SWAT Kats, and they were the ones who destroyed the alien nest in The Ci-Kat-A. It was also Feral, not the SWAT Kats, who got to the park and rescued Callie and Manx from the bacteria monsters in The Giant Bacteria. But even then, right after this, when Callie would've surely died if not for Feral's timely arrival, she only has eyes for the SWAT Kats ("The Enforcers are here!" "So are the SWAT Kats!" Yeah, you're welcome, blondie.).
Considering all of this, I think people fail to see the reason why Feral is a jerk. He may have been a buffoonish glory hound once (in the flashback in The Wrath of Dark Kat), but his current attitude problems, I believe, are excusable because of how he's treated by basically everyone.
Comparatively, Steel is far worse as far as Enforcers go. If anyone is a glory hound, it's him; Megakat City is lucky he was never in charge enough to do anything except put his feet up on Feral's desk and make people wait apparently just because he can ("Tell 'im to fill out a form!"). Not getting ridding of that traitorous little snotball is one of Feral's weirdest decisions.
And then there's Manx, who, let's see, is greedy, wasting taxpayer money on huge vanity projects that aren't guaranteed to attract foreign businesses (Megakat Tower is a white elephant), only really expressing interest in things that are named after him (he apparently funded Dr. Zyme's work on the mistaken, unspoken assumption he'd call the Viper Mutagen the "Manx Formula," and loses interest as soon as he's told it was called something else), lives off of his famous last name like a leech, and is such a coward he once almost got Callie killed by shoving her off a rescue ladder (admittedly, being scared out of his mind isn't the same as being intentionally malicious; but it was still a shameful act). And yet everyone treats Manx as this lovably goofy guy.
...and despite all that, I still laughed at (and faved!) the pic. Sorry if I'm being a weirdo, but I'm often a big white knight for Feral.

It's not that the choppers are bad, it's just that they're outmatched half the damm time. It makes more sense than it sounds.

The show nevertheless has a bizarre hate hard-on for rotary wing aircraft, even though helicopters are more practical for an urban location like Megakat City than fighter jets.

He's often what TV Tropes calls Wrong Genre Savvy. Specifically, he seems to think he's a classic monster movie where the monsters' weakness is related to what it is or where it came from. On more than one occasion, he does things that would've worked in different situations. Giant bacteria monster? Use antibiotics. Killer plant monsters? Douse 'em with industrial-grade weed killer. It isn't his fault the monsters are immune to what would've killed them in a 1950s B-movie.
Other than this, he simply doesn't have the same free hand the SWAT Kats have. He has a boss to answer to, and has to think about the consequences of his actions, something the SWAT Kats almost never do. The episode Razor's Edge aside, they frequently blow up entire buildings and repeatedly use excessive force both because they have to (the latter more than the former) and because they don't have to worry about the consequences. I was hoping Razor's Edge would allow them to realize they can be as much of a danger as they can be a help, but, nope; once it turns out the two "injured" civilians were phonies (a plot twist that seems designed to excuse the SWAT Kats' tactics), they go right back to forgetting that their actions might have long-lasting negative consequences and don't change a thing about what they do.

Well, that, and rub their successes in his face. Feral hates them, yes, but they never give him a reason to like them. Not that they need, but they're standoffish and often crack jokes at his expense to his face, and then wonder why on Earth he doesn't like them. Whether he deserves it or not is beside the point. It's simple pragmatism; if they want Feral to cooperate with them (i.e. leave them alone and let them do their patently illegal job), they ought to give him a reason to.
Respect goes both ways. Give none, get none. Like I said, whether Feral deserves it is immaterial, but it's clear the SWAT Kats expect him to let them do what they want, while at the same time never giving him a reason to. The SWAT Kats are the least pragmatic heroes ever in this regard.

He did almost thank them in (what ended up being) the final episode, but didn't because T-Bone mouthed off to him. He and T-Bone are very similar; both hotheads who act before they think. No wonder they hate each other.

Feral was only interested in glory in one episode, in a flashback. Admittedly, he was originally described in early promotional materials as power hungry, but this never comes across in the series. Blowhard though he may be, all he ever seems to do is show up, want to do his job, and call it a day. As for never giving the SWAT Kats proper credit, he couldn't, officially, even if he wanted to; they're vigilantes. He cannot endorse them.
Mayor Manx doesn't, either; he does replace their jet twice, secretly, on the taxpayers' dime, no less, but he never publicly praises them, even telling Callie flat out he never will: "How would it look if I threw a parade for a couple of vigilantes? I was just being polite."
