I don't know much about SWAT Kats, but i honestly have a crush on Turmoil 
She's got a sexy figure, a beautiful face, sexy russian voice, i love her outfit, it gives her that powerful dictator look and yet also has a hint of provocativeness to it.
Personality-wise, i love her bad girl personality and her dominance, she makes a very sexy dictatress indeed

I had actually had an entire psuedo-history half put together at one point for the Swat Kats world, notably with Turmoil and much of her crew being expatriots of a USSR analogue who turned mercenary when the Motherland collapsed. I regret we never saw more of her character.
