Sam finds Frodo in the stronghold of the Orcs in Cirith Ungol.

--The tower of Cirith Ungol---
*In the Mountains of Shadow that form the western wall of Mordor, there was a small pass called Cirith Ungol, 'the pass of the Spider'.
*It was once called Minas Ithil, 'the tower of the Moon', but early in the Third Age it was taken over in war by the Enemy and renamed Minas Morgul, 'the tower of the Wraiths'.
*In the year 3019 of the Third Age, Frodo and Sam, accompanied by Gollum, travelled this pass and encountered Shelob, the Great Spider. Sam overcame her, but Frodo was stung and taken as prisoner by Orcs to the dark stronghold of Cirith Ungol. By chance, Sam managed to enter this dreaded place to save his beloved Master from the claws of the Enemy.
