I use GIMP for PC art. I don't use my tablet, if ever. Just GIMP with mouse.

So I really like it, specially on the newest phones!

Tablets are the shit for drawing on the PC. The Note 4 is nice with drawing, but I wish it had a stabilizer feature for shaky hands like mine lmao
