She is basically a clone of Filia, she is left out

Fukua's play style is a lot more aggressive and fast-paced than Filia's. Also you'll notice they don't have the same special attacks, air attacks, that Fukua can double jump while Filia can't, but that Filia can do air dashes (and Fukua can't)
Also Fukua's mix-ups are far better than Filia's, she can instantly break any guards and easily punish any opponent with her grabs that have a three-hits guard. Filia is just a regular fighter, she's not really good nor bad in anything. Fukua has a far more interesting gameplay.

She is a joke character! But fans kept very in the roster?! You see that in the end that she turns Filia's face into a mask for her!

Fans like her because of her gameplay, not because of her story. SonicFox, who's known to be one of the best SG players in the world, mains her, and trust me it's always very entertaining and interesting to watch him playing in tournaments.
Well, welcome in the world of fighting games, where gameplay matters a lot more than story and lore. If you still haven't gotten this, then I think you missed something very big. Most SG players are playing the game for its gameplay and online matchmaking, not for its story which can be completed in a flash due to the fact that it's too easy.
Of course, stories such as Squigly's or Painwheel's are interesting and really good, but it doesn't make them the best characters in the game (even though I also main Squigly). If a game has a shitty gameplay, nobody will play it, even if it has a good story. I would rather play a game with an awesome gameplay but a shitty story.
Now listen. Of course Fukua's story is bad. But people shouldn't take it seriously. It's like Robo-Fortune's story. It's funnier than serious and the way it ends is completely surreal. Do people complain about it ? No. Then you should do the same.
