Uh... For a quick and easy border in photoshop, use some of the preset actions. There's stuff like metal frames and wood ones... Just go searching through them.
But otherwise nice piece. I kept meaning to comment on this but was busy over the past week or so. Damned Halloween. Anyway, great expression in this piece, and the style of the shading (Kind of jagged) looks excellent. Pretty.

oooo.. well, all i can think to do about the border is that you might wanna blend it in with some textures. ^^
if you look at the picture, you can see that it has a grainyness to it, right? but the border is really smooth. so it kinda stands out.
aright, so, when you get your border set up, just go to the layers window, look in the upper-left corner of it, and ther eshould be a box that either has a lock or says "lock" click it, and you wont be able to draw outside of what youve already drawn on in that layer.
now go to your nify filters section, and start texturizing it. ^^ soemtimes it helps to make duplicate layers, and have a dirrerent filter used on each, then blent them together by reasing some so you can see the ones under them in some parts. blending things like this can make the textures look more organic. it also helps to disguise the use of the filters. (any photoshop nerd can spot a filter a mile away if it isnt blended into the image)
also, the image content itself has a really organic feel, so you might wanna not use a rock solid border. id suggest you draw out different borders on other sheets of paper, scan them in, and lay those over it. (try making border layers "multiple" or "darken" styles. experiment til you find something that looks good. ^^)
and finally, you might wanna go into the brightness/contrast and color settings. balance out the image. it helps to make it mroe vivid and unified. ^_^

I love this, it seems to me such a happy picture. Especially the cat ^^ If the purr were an expression, that would be it. It reminds me of the children's books I used to love, the colors are so cheery and everything is charming and a little quirky. Great job!

I found there in photoshop elements there is a shape making tool for boarders and frames (I didn't realise til yesterday!). I don't know if it's the same for photoshop 7
