aww~ very sweet~ I love the soft blue glow that's on the characters and and the details in the water are amazing! the characters blend in with the background but don't blend in so much that they're not the main focus. very nicely done! i can see why this is one commission you're proud of!

The effects?
Most of it was just gradient stuff and blurring on paint tool sai...I did use the "Overlay" layer effect once...and the water was just done with motion blur and the smudge tool on photoshop XD Not too many effects really

I can see how you did the water now..
But I don't get what overlay does.

To use overlay, you need to make a totally new layer, and fill it with any color.
Different colors make it look different (that was a stupid way of saying it LOL) like in this one I used a light blue and then edited the opacity
I think most of the time it works good with lighter colors, but you can experiment with it
