You need to take that cat to the vet....the ulceration on his tongue and the swelling of his mouth is totally atypical.

It's a stray cat, my grandparents just feed it and let it sleep in the garage/flower bed. See the area where my grandparents live in Ohio, people just get sick of taking care of their cats and then they just drop em off in the woods by my grandparents house. So the cats (and kittens, this cat right here has been pregnant 3 times) will come around every so often. But this kitty, stays in the yard usually and likes to be pet.
