They're style is called Decora-kei. They are wearing masks, but not for preventing germs, but because of their style. A lot of decore girls wear those.

haha no thats ok, but yea i'm pretty sure they're masks.
many people wear them in japan to prevent spreading their germs if they're sick i guess.
i couldn't believe they were wearing them in public!
i don't know what they mean either, or whats written on it
but i do know they were wearing jackets that said something like, i like to be spanked, on the back

i've never actually heard anyone use the term of decora before, but it sounds like a good word to use to describe the girls
all the clothes like that were so expensive in harajuku.
$100 or more for most cos play dresses.
