Okaayy, so the rose aren't red...
The reason for them being white is because in the opening of RWBY, the person Ruby's standing behind the grave and person or someone who has a white cloak and white petals are falling from it. So naturally, the rose Ruby's holding is a white rose for the person she's grieving for.

I suspect that "White Rose" is Ruby's biological sister, whereas Yang is an adoptive sister or White asked Yang to watch over Ruby
Of course, it's just as likely that White is Ruby and Yang's half mother.

I think its more likely that White rose is Rubys sister or mother. I don't think Yang and Ruby are biologically related at all.
