I don't understand a few things.
Why are the first 2 movies a compilation of episodes 1-12? The movies would be aimed at those who are already familiar with the series, so this seems like a waste of 2 movies.
And is this All New Story based in the New World?

Compilation movies are an accepted part of life in the anime industry. For instance, with the Gundam and Ideon movies, you had to watch a compilation of the TV run before you got to the new content (i.e. the ending that would've aired if the respective show hadn't been cancelled.)
Then the Zeta Gundam trilogy is a straight-up compilation/recasting for the silver screen, as are (to my information) the Nanoha movies. It's just a thing.
