LORE

The period between 1945 and 1964 was a difficult time for Brazilian politics. Following President Vargas' suicide in 1954, the political landscape in Brazil was in constant disarray, only seeing a glimpse of hope during the national development era of the Kubitschek government in the 60s – a hope which soon faded, as president Juscelino Kubitschek left an excruciating debt for the next Brazilian government after his mandate.

With that in mind, the new President-elect, Jânio Quadros, promised to "sweep away the corruption" – literally, as he would sometimes attend Congress meetings holding a broom, which was the main symbol of his campaign –, but that too turned out to be a disappointment. During his mandate, Jânio Quadros turned his attention to irrelevant laws and policies, such as outlawing bikinis and gambling, while ignoring the stagnant situation of the Brazilian economy. As such, after 7 months of internal and external pressure, Jânio Quadros resigned in favor of his Vice-President, João Goulart or "Jango", hoping that the Parliament wouldn't accept his resignation. They did, and by 1961 Jango was the President of the United States of Brazil.

It is important to note that, at this point, the Cold War was at its peak. With no exception, the populist governments in Brazil, from Dutra to Jango, had been suffering internal pressure from the military and external pressure from the United States of America. President João Goulart was, first and foremost, a reformist – leading to him being labeled by the media as a socialist. Due to his reformist policies, Jango was highly unpopular with the elite, which was an important factor to the coup deposing him in our timeline. Another important event in Jango's government was the Reformist Comittee of 1964, held in Rio de Janeiro, where he signed the "SUPRA decree", declaring that all under-utilized property would be legally subject to expropriation. For his opposition, including the military, the elite, the media and the American government, that was enough of a reason to depose him, and so he was in our timeline.

In the night of the 1st of April, 1964, João Goulart flew to Porto Alegre, in his home state of Rio Grande do Sul, to attend an urgent meeting with then-governor Leonel Brizola, who suggested that he set up a resistance government in Rio Grande do Sul, where support for Jango was especially high. In our timeline, President Jango did not accept on the basis of preventing a civil war, and so he flew to his hometown of São Borja, prepared to move with his family to Uruguay, where the government would grant him exile. The military used the vacant Presidential seat as an excuse to take control of Brazil.

WHAT CHANGES?

In this timeline, Jango accepts Brizola's proposal to set up a resistance government in Rio Grande do Sul. Brizola, up to this point, had been granting João Goulart more and more influence inside their party – the Brazilian Labour Party (Partido Trabalhista Brasileiro - PTB) –, and saw him as an enlightened young man who only needed more courage to be a great leader. The Declaration of Independence of the Riograndense Republic happened in the morning of the 2nd day of April, 1964, one day after the military government took power in Brazil. The newly founded Republic would have its federal structure based on the principles of "reformism, unity and democracy", as noted in the Republic's Constitution of 1964.

As this map takes place in the year of 1964, it's safe to say that neither side had enough time to set up troops on the border, and that the new government in the United States of Brazil would await for American support in order to subjugate the new Republic. It is important to note that the Riograndense Republic would do everything in its power to distance itself from Brazil, going as far as to ask for support from the non-aligned movement, and that the conflict would be frozen for a while. But that's outside the time scope of this map.
