photoshop and a camera!
Took a bunch of photos of smoke found a stock photo of a bullet and did some photomanipulation in photoshop ( blue color on the smoke, added smoke vertically and the bullet (to make the bullet go trought the smoke )
You need some experience in photoshop so check out tutorials and start practicing..
