can be a real chore.Started as a practice sketch, ended up like this. I toiled over this artwork for nearly three days and still feel like it's not finished. But I'm happy with it now, and there's a good chance I will come back to polish this piece up once I learn more technique.

First of all... Lol at the fish XD
Secondly, I do agree with Kaiser, its the lighting the emphasises the dream-like quality, which is of course assisted by the abstract takes on basic objects, natural scenery and creatures.
Although I do believe your anatomy looks a little lost at her waist and hips, its almost as if her top half is not connected to her second half. It maybe cause of her angle maybe a little too sharp and her torso is elongated.

I luv the fish!! my only concern is the water splash..to me, it looks a little bit too rough compare to the rest of the image...but other than that its gr8

To be honest it's not talent, just lots of observation and self critique. That means you can do the same because I feel like I have little natural talent to begin with :'D

Now constructive critique in bad frenchenglish.
Did you notice that you seem to not have the same perspective in the right and in the left of the image, like the Joconde, I don't know if you did it on purpose, but it gives a fantastic-strange look at the scene, like it was a dream.
The composition I maybe a little too straight and centered : The horizon is in the middle of the image, and most of the time it give strengh to the compo to situate it in a third (but I guess you know this already). But the pose of the girl and the two fishes give a nice dynamic, and the "camera" is a little rotated, finaly it's not that bad.
At the same time I love the cross of the axis of the horizon and the axis of the sun ray and leg.
pffffff the clouds are amazing.
The water is great, I know how much it's difficult to make it look alive and evanescent, but I can't feel any stream, it looks like more a lake than a river. I guess the rocks must leave some trail in the water to figure the stream, ditto for the little river under the wooden mill.
Finally, the rest just looks perfect, I love her expression XD, she's so lovely, everything is gorgeous ! And the cylindrical fishes are epic !
I wonder what is on this basket that the fishes whants so much.

Damn Mori, the colors looks great, and the rendering (especially on the fish and the waterwheel in the background) is wonderful!
Can I make a suggestion though? I think this would look a lot nicer if it was a PNG file, rather than a JPEG. JPEGs tend to result in things looking a bit grainy, PNG fixes that problem. c:

Hah, I love how weird and whimsical this is, with all the high rendering xD My only issues are that the extended leg seems unfinished and the water kinda dips down behind her, but otherwise I love it. :3 The colours are wonderful and the face is rendered very well. So, yeah, pretty good stuff. xD
