Interesting combination of reverse representation by moving in between from white on black to black on white, it definitely keeps your story moving, and that is a very good thing indeed!

Oh frak it, at first I just thought they had the same name, but now it seems that this guy here is the same guy as Inquisitor Levy.
Well seems to fit I must say, though how on Terra he became and Inquisitor is beyond me.

Well, my two pence worth of a guess would be that he is investigating something he shouldn't or has somehow learnt something he should not know. And most likely, he has no idea he shouldn't know it.
Like perhaps he accidently figured out that the High Lord of Terra actually all died a few millenia ago and that there is actually no clear leader of the Imperium of Man.
