I felt the same way. I was starting high school when Gold and Silver came out, and seeing that the characters I had interacted with as a kid had grown older too really left an impression on me.

I never understood why the Silver/Gold designs if mysty and brock were never used in the anime like EVER.

Probably has something to do with the animation staff being worried that new designs could be received poorly. They did change Misty and Brock's clothes in later seasons, but they didn't risk making it happen during an actual season. The best way they could have pulled this off would have been to make them have new clothes when they arrived in Johto, but they missed that chance.
At least in the Advanced saga they updated their designs.
