Your technique is very cool. The way you sketch to shade makes this a very unique picture. Not to mention, your coloring is something I envy. There's also a story going on that I'm not sure about. There;s something glowing and coming off of her hands, but I'm not sure what. Love how you made her jacket glow, by the way.
Her expression is really captivating. I only wish I knew more of what is going on!

pose: nice direction the character is looking at helps draw me to her expression of being cold
lighting: perfectly done to draw attention to deferent aspects on the drawing. such as the glow of the hand which i'm guessing is a type of power of hers.

Absolutely stunning. The way you have a sketch under the color creates a very nice effect, especially on the hair. This style, combined with the lack of outlines on the chilly-finger-smoke (not sure what the proper term is 
When I first looked at it, I swore that was really a pencil-sketch underneath, but wow, it's on tablet. You made great use of the sketchy style on the fluffy hood thing, providing it with a very nice texture.
