Well, the article is based on starfox snes. But before getting farfetched explanation as to why his legs are like that, you should perhaps look at more obvious things first: [link]
The artist that made that page obviously used the Starfox puppets as references, those puppets had very obvious articulated feet. While in the official in-game art and NP comics they have non-articulated metal boots.
Plus, while we're at it, arwings don't have landing gears (except adventures for some reason? They did not in assault as they always hovered when you landed them), even in starfox snes the g-diffuser was said to keep the ships hovering 1 meter above the ground (stated in the mission file printout strategy guide for starfox).
But even if you choose to ignore all those facts, Starfox snes is not considered cannon to the series anyhow. And any games like Smash bros are sure not.

His boots still go up to below his knee, though. I stated earlier that they probably upgrade prosthetics each game, but remember in SFA how everything was falling into disrepair cause they were running out of money? That probably why they look kinda shitty and worn out in that game. XD
