reminds me of a typing teacher I had who refused to let me challenge out of the class even though I tested at 70wpm with zero errors . . . because I used the backspace key. Β She insisted I'd type faster if I just ignored the errors, kept going, and fixed them later. Β Ended up just dropping the class after two minutes on the typing tutor that blocked backspace.

I'd go with 'Because the beaurocracy is always efficient...' or 'Because new ways of thinking never improved anything...' or even 'Make sure you do the thing we've always done even though no one remembers the purpose of doing it.'
Discussing efficiency in a meeting once, we were told the story of a guy that was instructed to fill in 0 in a certain area of a form. No one knew why, they just knew they were supposed to fill the 0 in. So the guy decided to find out why...and discovered that that section of the form was used to record the number of air raids that day, something that hadn't been relevant since World War 2.

Humans type with the fingers on the ends of two of our four appendages. Β
The octopus is typing with four appendages, with one left to handle the paper, and another possibly used for balance. Β The output is the same, or even better (a huge stack in his outbox) but the manager is concerned solely with appearances. Β The octopus doesn't look like he's working in the approved way, so mid-level management is displeased. Β Mid-level management is kind of an idiot.
