She's a gijinka. Which is a human/whatever creature I based it on hybrid. Gijinka is a pretty broad term and there are even gijinkas or transformers out there so I don't want to limit the word with just 'pokemon' Although, I see pokemon gijinkas the most.
Anyways, this person is a mix between a human and the Pokemon Smeargle.
