Yep, you get it. It's meant to be commentary on the point that if a hell existed then the responsibility for its existence is placed squarely on the shoulders of the omnipotent god that evangelical christians claim is an all-loving deity. I'm glad you understand that an atheist cartoonist did not literally create a cartoon to express the idea that he thinks there is a devil who sets up torture. Well done.Β
